They get you signed up for both and the amount of money that they are making pays for the position that they had to create (and then some!). The problem here in Los Angeles is that the law was created but most people don't even know about it, which renders it ineffective. We don't have enough AC officers to go door to door. And even if we did, most of the areas that the law wanted to target can't afford to feed their own kids so forking over even $50 for a low cost spay is completely out of the option. We have several groups who have stepped forward, some with spay mobiles, but it still isn't enough to keep up. Unfortunately, the city doesn't think that more resources should be set aside to help with spay/neuter. But it would cut costs at the shelters if the money was funneled over (theoretically). It's a good try, but not if no one can afford it and no one knows or cares. More than people not knowing, I believe they don't care. No one is being punished for it, so why should they care?
